The failure of finding a solution, which would have required bipartisan support, as well as acceptance by stakeholders and the public, had more to do with the appearance of secrecy surrounding the process.
There was an appearance of no transparency and no way to truly know or understand how the proposed plans were developed and who they would truly benefit or at what price. Opposition and special interests also flooded the airwaves and print median with commercials and info-mercials with the purpose of misleading and scarring the public. All of which contribute to the eventual failure.
